Who funds the BHA - the body that develops industry strategy
Ultimate voting power is equally split between racecourses and the consortium of interests that includes owners. Understanding how the BHA is funded may advise where the real balance of power lies.
More than half of the funding is provided by the racecourses. In turn around 75% of this racecourse funding is reliant on the betting industry.
In other countries there is a much more simple flow. The equivalent of the BHA has control of horserace betting and simply funds itself.
Owners provide about 25% of the funding through registrations and race entries. There is a fundamental challenge to making decisions that significantly increase prize money when the decision-making body is funded by the betting and racecourse industries.
